IV.Nobility candidates must have been a citizen of the region for at least six months and have worked in a job for at least six months. V. Noble ranks are lifetime unless removed by a vote or the Kaiser himself. VI. All nobles automatically become members of the Reichstag and shall serve a lifetime term, unless the member loses his/her nobility or is impeached. VII. Margraves have the right to sign any correspondence with their family name. D. Patriarchs 1. Patriarchs are commissioned by the Kaiser to create families involving any accepted member of the Reich. 2. Patriarchs must be citizens of Kaiserreich and, after their appointment, retain their citizenship until rejected by the Kaiser or a simple majority of the Reichstag. 3. Patriarchs have the right to govern their family in any way they see fit in accordance and subordinate to Imperial Law. 4. Must be of the rank of Margrave in the nobility. E. Schreiber 1. Schreiber are appointed by the Reichstag to actively record legislative data and manage citizenship. 2. There is no set amount of Schreiber; as many as the Reichstag deems fit are valid. 3. All Schreiber candidates must be approved by the Konsulat before assuming their duties. 4. Dispatches over Imperial Law and citizenship data must be maintained. 5. Schreiber may be replaced at the decision of the Kaiser, the Konsulat, or by a simple majority of the Reichstag. Section V: The Reichswehr I. The Reichswehr is the military force of the Empire, and is run by an appointed Generalfeldmarchall by the simple majority of the Reichstag, Konsulat, or Kaiser with an unlimited term, but may be removed by the same way the person was appointed. II. The Reichswehr may conduct defensive operations on its own accord. IIa. Offensive operations may be conducted by approval of the Kaiser, Konsulat, or Reichstag, but it must present a list of potential regions to the Reichstag before hand. III. The Reichswehr's operations will be under control of the civilian government. IV. Any officers must be of a noble rank. V. All Reichswehr operations are to be reported to the Reichstag on a weekly basis. Section VI: The General Directorate of Information (GDI) I. The General Directorate of Information (GDI) is the foreign and internal intelligence and security agency of the Empire. II. The GDI is led by a Director, who is chosen by a simple majority in the Reichstag and vetted by the Kaiser and Konsulat. IIa. The GDI Director is elected for an unlimited amount of four month terms. IIb. The GDI Director is responsible for briefing the government about external and internal threats. The Director leads operations, however any operations must be reported to the Konsulat and Kaiser for approval. IIc. The Director can be removed from office with a two-thirds majority in the Reichstag, with an interim Director being chosen until the next scheduled election. III. The GDI works jointly with the Schreiber to ensure civil security. Section VII: The Volkstribunal I. The Volkstribunal is the judiciary of the Empire. II. The Volkstribunal is composed of a High Judge and a jury of two randomly selected nobles with one randomly selected citizen. III. The Volkstribunal has authority to submit arrest warrants, rule on constitutional affairs, and give legal punishments. IIIa. The Volkstribunal decisions can be appealed via a circuit court of a jury of three randomly selected people. IIIb. Only one appeal may be made per court case, unless the defendant’s rights have been violated. IV. The jury is randomly selected via lottery before each court case. IVa. The Kaiser is exempt from the lottery. V. The High Judge is the only standing member, with a three-month term. Va. The High Judge is elected via simple majority in a session of the Reichstag.
Article II: Volk of Kaiserreich Section I: Representation of the Volk I. Imperial Tribunes will be voted to represent the Volk of the Empire, and have the same privileges to vote and propose on legislation just like any other noble. II. To run for office, one needs to be a citizen for at least two weeks and have a job. IIa. Representatives are elected for 3 month terms. IIb. The minimum number of Tribunes is that of 2 Representatives. IIc. For every added 10 Citizens after the base number of 30 citizens, another Tribune will be added. III. A Tribune, in his term, may not run for the position of Konsul, but may run for a position of Department or Ministerial head. IV. Elections are to be done in the polling section of the Region or by a pre-designated alternative which will be addressed a week prior to the elections. V. Candidates need to register 7 days before the elections at the very least. VI. No registration is necessary for voting, however, only those who have attained citizenship of any status may have their votes counted. VII. Puppet nations may not be used in voting, and those caught will face Trial. VIII. The voting procedure shall last for two days. Section II: Civil Rights I. All Citizens shall be allowed to vote in official elections of the Reich or her Protektorates. II. All Citizens shall enjoy full upward mobility in the Reich with proportion to their merit. III. All Citizens shall have the right to propose any measures of reform or policy of the Reich to a member of the Reichstag. V. All Citizens shall be permitted to participate in regional Role-Play. VI. Any right of any Citizen may be nullified in accordance with the powers granted to the Kaiser, the Konsulat, and the Reichstag during a state of emergency. VII. All Citizens and prospective Citizens have the right to voice their decision in every poll unless otherwise specified. VIII. All Citizens require a job and be active in order to keep their Citizenship. Section III: Citizenship and Residents I. A prospective Citizen must be present in the Reich for at least one week. II. A prospective Citizen must be active on the Regional Message Board. The power to determine what is considered active is vested in all members of the Reichstag. III. A prospective Citizen must take the Citizenship Exam. IV. A prospective Citizen must gain the approval of the Schreiber to be considered for Citizenship. V. A prospective Citizen shall be allowed to join the lower to average levels of employ before they become a Citizen. VI. A Prospective Nation may be barred from becoming a citizen or else have their citizenship revoked by the Kaiser, a two-thirds vote of the Reichstag, or by all the Volkstribunal. VII. Citizenship revoked may not reapply for citizenship for at least thirty days nor enjoy the privileges and protections thereof for that amount of time. VIII. Residents/Non-Citizens/Bauern are granted the ability to live in the Empire, but they will not enjoy the privileges nor protection of Citizenship nor Entry into the Discord Server. IX. Bauern may have have any of the low to lowest jobs within the Empire. Section IV: Duties of the Volk I. All Volk of the Reich must inform the GDI and Schreiber of any and all puppets within one week of residence. II. If a nation has had any previous ties with communist, socialist, national socialist, fascist, or any known enemy regions, they must immediately inform the GDI and Schreiber. III. A dispatch maintained by the Schreiber shall list all nations controlled by one user. The only exception to public registration, is if the Kaiser and Konsulat unanimously agree that security would be undermined by such registration. IV. Flamebaiting, that is messages written with intent to offend, anger or enrage other citizens so they will bite back with a flaming reply, is not permitted and will be punished by the Reichstag with a message suppression and a warning. Continual flamebaiting in disobedience to the Reichstag will be punished by a court hearing lead by the Head Judge. V. Excessive cursing, vulgar rape-related language--excluding historical references--or other offensive slander will be punished with a warning and message suppressions by any active Official. The results of such language will encourage a trial supervised by the High Judge and possible banning and/or ejection from the region. VI.Clauses 4 and 5 apply to the RMB, Forums, as well as Imperial Discord Servers and Channels. VII. If a legal citizen leaves the Reich without authorization, they will be considered a Traitor and will be judged by the Volkstribunal. VIII. All Citizens are required to partake in the Imperial Militia, the Freikorps, if the Empire is in danger from within or without. Section V: Honor I. Residents are to refer to the Kaiser with respect in all forms of communication. Acceptable terms include Kaiser, Great Kaiser, Mein Kaiser, Emperor, Your/His Majesty, Your/His Imperial Majesty, Tsar, God-Emperor, The Creator, Sire, My Lord, Sir, etc. II. All Those with a title, including Lord, Baron, Duke, Patriarch, etc. shall be respected and be addressed by an appropriate greeting and tone. III. Vedulism shall be respected by all citizens of the Reich, regardless of their adherence to said religion. IV. Official bodies, including but not limited to the Reichstag and the Reichswehr, are to be spoken about with due respect. V. During Role Play, slander of opponents during wartime must not be excessive and must comply with Regional Message Board Etiquette. VI. The infringement of the above clauses shall invoke a warning from the Volkstribunal. Failure to heed said warning will result in a trial. VII. Nations of equal rank or who have familial relationships shall not be required to use formal address when speaking with one another. VIII. The First Kaiser, Scansinia and all his beings, are to be kept in high respect and reverence even if he is not Kaiser, nor is present any longer. IX. The Imperial Family and Clan shall be respected at all times and if the Archduke is incapacitated then the next senior ranking Imperial Family member will be chosen as a possible successor, if not then through the rest of the family, then clan, then by the most senior noble of a family/clan, then by any noble.
Article III: The Empire of Kaiserreich Section I: Families and Clans I. Families are permitted under the approval of the Kaiser. Clans are created by an agreement between families and are required to be told to the Kaiser, not requiring permission. Ia. Families 1. All families are required to have a symbol or coat-of-arms to differentiate them. 6. Families may be Vedulist or follow a sect of Vedulism, however, they are not required. 7. Families of 5 or more people must send a regiment or more to the Reichswehr, and may have their own standard. Ib. Clans 1. Clans are formed between two or more families due to an agreement set between them. 2. Clan names must be believable and appropriate to the standards of the Kaiser and Reichstag. 3. Members of a clan have the right to work with one another to promote their advancement in society within their rights set by this document and the will of the Kaiser. 4. Clans must send over at least a regiment or more to the Reichswehr, ans may have their own standard. Section II: Vedulism I. Vedulism is the state religion of Kaiserreich. II. Vedulism is led by the Kaiser. III. Vedulist gatherings of worship are to be held weekly by appointed clergy. IV. Inquisitions on behalf of the Vedulism, approved by the Kaiser, are permitted. Any organization is subject to an inquisition and is not required to be informed of it. V. The Prophet(s) shall lead the faith, and direct matters down to their High Priests, Priests, Deacons, etc. VI. Failure to spread and build upon the Faith, or the preaching of heresy by a Prophet may result in the removal of this individual through a council of High Priests, Priests, or by the Kaiser. Section III: Protektorates I. Colonies are governed directly by Kaiserreich II. Active Protektorates, run by a native or provincial government, have the protection of Kaiserreich, and may call upon the Reichswehr if needed to defend itself. III. Active Protektorates are required to give assistance to Kaiserreich during a state of emergency through armed assistance or any other help determined by the Kaiser or Reichstag. IV. Leaders of Active Protektorates represent their region within the Reichstag, as well as having at least 1 Tribune in the Reichstag and will increase by 1 Tribune by every 10 active persons after 30, and thus all representative may be take part in any legislative action therein. V. Secession of any Protektorate from the Reich is strictly prohibited. VI. Active Protektorates may have their own Military forces and conduct their own missions and conquests as long as this does not interfere nor hinder the Greater Reich. Furthermore, their military forces will be added as a Regiment or More with their own standards in the Reichswehr. VII. An Imperial Official/Observer/Adviser will be made a Regional Officer, however, they will only guide if asked and ensure that the Region is strong and running smoothly. VIII. Active Protektorates are granted autonomy, yet must not cause harm to the Greater Reich. IX. Active Protektorates are allowed to keep their own laws, traditions, and faith. However, they must not be oppressive nor contradictory to that of the Greater Reich. X. Active Protektorates must mark their region as a "Protektorate of Kaiserreich", or pin the HUB, and their founder/Leaders or those coming to the Reichstag must swear Allegiance openly to the Reich. XI. Active Protektorate members in the Reichstag, i.e. nobles or leaders, must take the Noble Exam or High Noble Exam if they desire a higher office. XII. Active Protektorate citizens are citizens of the Greater Reich, yet if they desire to move to Kaiserreich they must take the Citizenship Exam, but do not need to be in the Region for 7 days.

Flamebaiting, that is messages written with intent to offend, anger or enrage other citizens so they will bite back with a flaming reply, is not permitted and will be punished by the Reichstag with a message suppression and a warning. Continual flamebaiting in disobedience to the Reichstag will be punished by a court hearing lead by the Head Judge. V. Excessive cursing, vulgar rape-related language--excluding historical references--or other offensive slander will be punished with a warning and message suppressions by any active Official. The results of such language will encourage a trial supervised by the High Judge and possible banning and/or ejection from the region. VI.Clauses 4 and 5 apply to the RMB, Forums, as well as Imperial Discord Servers and Channels. VII. If a legal citizen leaves the Reich without authorization, they will be considered a Traitor and will be judged by the Volkstribunal. VIII. All Citizens are required to partake in the Imperial Militia, the Freikorps, if the Empire is in danger from within or without. Section V: Honor I. Residents are to refer to the Kaiser with respect in all forms of communication. Acceptable terms include Kaiser, Great Kaiser, Mein Kaiser, Emperor, Your/His Majesty, Your/His Imperial Majesty, Tsar, God-Emperor, The Creator, Sire, My Lord, Sir, etc. II. All Those with a title, including Lord, Baron, Duke, Patriarch, etc. shall be respected and be addressed by an appropriate greeting and tone. III. Vedulism shall be respected by all citizens of the Reich, regardless of their adherence to said religion. IV. Official bodies, including but not limited to the Reichstag and the Reichswehr, are to be spoken about with due respect. V. During Role Play, slander of opponents during wartime must not be excessive and must comply with Regional Message Board Etiquette. VI. The infringement of the above clauses shall invoke a warning from the Volkstribunal. Failure to heed said warning will result in a trial. VII. Nations of equal rank or who have familial relationships shall not be required to use formal address when speaking with one another. VIII. The First Kaiser, Scansinia and all his beings, are to be kept in high respect and reverence even if he is not Kaiser, nor is present any longer. IX. The Imperial Family and Clan shall be respected at all times and if the Archduke is incapacitated then the next senior ranking Imperial Family member will be chosen as a possible successor, if not then through the rest of the family, then clan, then by the most senior noble of a family/clan, then by any noble.
Article III: The Empire of KaiserreichSection I: Families and Clans I. Families are permitted under the approval of the Kaiser. Clans are created by an agreement between families and are required to be told to the Kaiser, not requiring permission. Ia. Families 1. Patriarchs have the freedom to govern their family within the limits imposed by this document and the will of the Kaiser. 2. All families are required to have ranks of authority that must include Patriarch and Lord. 3. Family names must be believable and appropriate to the standards of the Kaiser and Reichstag. 4. Members of a family have the right to work with one another to promote their advancement in society within their rights set by this document and the will of the Kaiser. 5. All families are required to have a symbol or coat-of-arms to differentiate them. 6. Families may be Vedulist or follow a sect of Vedulism, however, they are not required. 7. Families of 5 or more people must send a regiment or more to the Reichswehr, and may have their own standard. Ib. Clans 1. Clans are formed between two or more families due to an agreement set between them. 2. Clan names must be believable and appropriate to the standards of the Kaiser and Reichstag. 3. Members of a clan have the right to work with one another to promote their advancement in society within their rights set by this document and the will of the Kaiser. 4. Clans must send over at least a regiment or more to the Reichswehr, ans may have their own standard. Section II: Vedulism I. Vedulism is the state religion of Kaiserreich. II. Vedulism is led by the Kaiser. III. Vedulist gatherings of worship are to be held weekly by appointed clergy. IV. Inquisitions on behalf of the Vedulism, approved by the Kaiser, are permitted. Any organization is subject to an inquisition and is not required to be informed of it. V. The Prophet(s) shall lead the faith, and direct matters down to their High Priests, Priests, Deacons, etc. VI. Failure to spread and build upon the Faith, or the preaching of heresy by a Prophet may result in the removal of this individual through a council of High Priests, Priests, or by the Kaiser. Section III: Protektorates I. Colonies are governed directly by Kaiserreich II. Active Protektorates, run by a native or provincial government, have the protection of Kaiserreich, and may call upon the Reichswehr if needed to defend itself. III. Active Protektorates are required to give assistance to Kaiserreich during a state of emergency through armed assistance or any other help determined by the Kaiser or Reichstag. IV. Leaders of Active Protektorates represent their region within the Reichstag, as well as having at least 1 Tribune in the Reichstag and will increase by 1 Tribune by every 10 active persons after 30, and thus all representative may be take part in any legislative action therein. V. Secession of any Protektorate from the Reich is strictly prohibited. VI. Active Protektorates may have their own Military forces and conduct their own missions and conquests as long as this does not interfere nor hinder the Greater Reich. Furthermore, their military forces will be added as a Regiment or More with their own standards in the Reichswehr. VII. An Imperial Official/Observer/Adviser will be made a Regional Officer, however, they will only guide if asked and ensure that the Region is strong and running smoothly. VIII. Active Protektorates are granted autonomy, yet must not cause harm to the Greater Reich. IX. Active Protektorates are allowed to keep their own laws, traditions, and faith. However, they must not be oppressive nor contradictory to that of the Greater Reich. X. Active Protektorates must mark their region as a "Protektorate of Kaiserreich", or pin the HUB, and their founder/Leaders or those coming to the Reichstag must swear Allegiance openly to the Reich. XI. Active Protektorate members in the Reichstag, i.e. nobles or leaders, must take the Noble Exam or High Noble Exam if they desire a higher office. XII. Active Protektorate citizens are citizens of the Greater Reich, yet if they desire to move to Kaiserreich they must take the Citizenship Exam, but do not need to be in the Region for 7 days.
CIVIL CODE
Article I: Discord Behavior I. 18+ discussions and wordings are prohibited. Bot software will be used to automatically delete such messages. II. Threatening or harassing other members of the Discord server, be it citizens or foreigners, will result in punishment. II.a. The target of harassment has a right to open a lawsuit via the Volkstribunal if they wish to. III. Channel guidelines are to be strictly followed.
Article II: Message Board Behavior I. 18+ discussions and wordings are prohibited as per NS rules. I.a. Roleplay posts are exempt from this as long as they avoid gore and sexuality. II. The General Directorate of Information has a right to track RMB posts. III. Any incidents of harassment will be reported to NS moderation. Article III: Ideologies & Religion I. The propaganda, support and expression of the following ideologies are prohibited: I.a. Fascism, National Socialism, Marxism. II. Except for the ideologies above, citizens have a right to express their political ideals freely. III. All citizens have a right to express their religious beliefs. IV. Vedulism stands as the state religion, however its practice is not mandated. Article IV: Legal Proceedings I. The main court of law is the Volkstribunal. See the appropriate article in the Constitution for more information. II. Arrest warrants expire after 24 hours if the arrest is not filed by then. III. Volkstribunal decisions may be appealed via a circuit court. IV. To file a lawsuit, the Volkstribunal must be informed and a registered attorney hired. V. If a defendant is unable to hire an attorney, a randomly selected noble shall act as their attorney. Article V: Basic Rights of Citizens I. All citizens of Kaiserreich are equal under law. II. The rights of citizens are the following: II.a. The right to live, education, housing, working, running for public office, filing a lawsuit, political activism(see Article III for exceptions). II.b. Participation in the regional roleplay is regarded as a privilege of citizens, and requires the participant to hold a job. III. Citizens have several responsibilities: III.a. Military service if the Reichstag declares mobilization and voting. IV.Citizens of protectorates and colonies are automatically considered citizens of Kaiserreich. IV.a. Citizens of protektorates and colonies can immigrate freely into Kaiserreich. V. Citizens of allied regions can gain dual citizenship while enjoying the full scope of rights of citizens, but only after taking the citizenship exam. VI. Nations with a population of more than 100 million need permission to immigrate legally into Kaiserreich. VI.a. The Schreiber(s) and the Foreign Affairs Minister deals with matters of immigration. VII. Citizens may not be harassed based on their race, sex, sexual preference or social status. Article VI: Marriage I. Citizens who are part of families have the right to marry another citizen. I.a. This includes double citizens but not puppet nations. II. Marriages may be done by a Vedul ceremony which must be done in the presence of a Vedul priest or above rank. III. Families may open joint bank accounts, and upon divorce the bank account shall be divided equally between the ex-spouses. IV. Citizens belonging to another religion may also have marriages, however to be officially recognized, the marriage ceremony must be in the presence of a Vedul priest or higher Vedul authority.
